No heavy lifting required to build muscle
What is needed is muscle fatigue. A big heavy weight will do it in a few lifts, a lighter weight will do it a bit later, but both will do the same thing.
And for the elderly that can't handle it:
reducing blood flow makes light weights feel heavier, which allows a workout with less weight.
